WHOSE WILL? GOD'S WILL!

"For He [ God ] saith to Moses, I WILL HAVE MERCY ON WHOM I WILL HAVE MERCY, AND I WILL HAVE COMPASSION ON WHOM I WILL HAVE COMPASSION.
